The backdrop makes this image. It is of the U.S. Capitol, allbeit a little distorted. This soldier sits with a 4 button sack coat and a bummers cap.
Of particular interest are the two brass numerals at the throat position on his collar. If you look closely you can see "40". I don't know if there is
